(This will be moved once when a CBA forum is made, this is so it's easy to find and there's no excuse for violating it )
Summary of the CBA
The CBA is in place to make sure everyone understands the rules. Anything that tries to overrule this agreement is rejected and doesn't have any legs to stand on. The CBA can only be approved with atleast 8 teams voting it in and must be agreed upon with a 2:1 ratio if either requirement isn't met the CBA will be redrawn so the requirements are met.
Salary Cap
The set cap is 58 million, the cap can change based on activity (through a GM check in). If 2/3rd's of GM's don't check in the cap will go down, if more then 2/3rd's check in but not everyone check's in, the cap will see either a small increase or none at all. If everyone checks in the cap will go up around 3 million. Check in's will be done after every season before the draft and all teams must check in within 3 days or will be fired.
Luxury Tax
The Luxury Tax can change with the Salary Cap, but it is set at 68 million to start. Teams over the salary cap must pay for every dollar 10,000 dollars their over and must pay it by the start of next season, if not paid their best scorer goes on the IR until it's paid. If the season ends and the fine still hasn't been paid the GM is fired.
Hard Cap
Like the Luxury Tax the Hard cap can change with the Salary Cap. The set hard cap is 80 million and teams over it will lose their leading scorer on the IR to start the season and withdraw whatever stock they have invested, if the team doesn't get under by the 4th sim they will have to cut their leading scorer and place what was their 2nd leading scorer on IR. If they are still over by the trade deadline, that player will be cut and they will lose their first round pick that year to the worst team in the league (or 2nd worst if they are the worse team) if they don't own a 1st they will have to move their next 1st round pick in whatever year that's in. The Knicks, Mavericks, Nuggets and Cavs will get a free pass until the before the 09-10 season , if their still over the penalties will take place, they still have to pay the luxury tax though, any new teams that go over the hard cap however won't get this exception, if one of the three teams above go under the hard cap and then back over even before the 09-10 season will still face the penalties.
Player Contracts:
All contracts signed must be followed and there is no way of getting out of them besides trading the player and buying him out, there's a limit to 3 buyouts per team until this CBA expires. Teams still pay 10% of what they originally owed the player. Extensions are the same as buyouts as it permits only 3 extensions until this CBA expires, all extensions must be approved by the Commissioner and myself for it to go through.
Trades:
Trades must be between two humans and there will never be deals between two computer teams or a human and computer team. Both teams must accept the deal and once both have posted their acceptance neither team can back out of the deal. Of course, a team can decide not to do it if they never posted their acceptance in the first place. Trades can be vetoed by me and if vetoed there will be a post as to a reason why, the reasoning can't be debated and if it is rejected both teams can either choose to rework the deal or to just forget about it and move on. I only get 1 veto per season though which can carry over (Just so I don't feel the urge to use it)
Expansion draft:
This can happen to any team, whether it's owned or not. If a team does not make the playoffs with in 3 years starting from now till the 2010-2011 season the team will lose all of their players but does get a chance to get them back through the draft. If there is more then one team and a team selects a player that was previously on the teams being picked team, that team can choose to override their pick and get that player back, doing that however will give them one last pick (the last pick of the draft typically) and the team that originally picked the player goes again. This can only happen in the first 3 rounds though.Each team not in the draft has to protect 7 players meaning a max of 8 players will go unprotected. This draft will take place after the finals are over and before the draft order is decided for the actual draft that year. If there is a team that isn't owned (which is hopefully not the case by then) and is in the expansion draft, the Commissioner or myself will pick for that team. If a team selects a player who has an expiring contract that year, the player will get another year on their contract and will get a 10%. Teams go up to the 8th round and can't draft any incoming rookies that year until the real draft starts and it's their pick, expansion teams keep all the picks they originally had in the draft and can't get any back unless it's agreed by both teams to do so. Time limit per pick in the expansion draft is 1 hour and must end in 2 days(draft will not conduct between 2 am est and 10 am est)any pick that goes over an hour will be skipped until the GM can make the pick. If a unprotected player goes undrafted, they go back to their team, any players not going back to the team that became an expansion team goes to free agency.

The actual draft will go by who has what picks and in that order, picks cannot be skipped unless a team has a full roster. Each team has 1 hour to pick (again, draft won't conduct between 2 am est and 10 am est) any pick that goes over that limit gets CPU'd and the team cannot change the pick (which you wouldn't have to do if you sent a list in). Unlike most sim leagues, teams can go multiple years without a 1st round pick and they can trade picks that isn't within the next 3 years (which will be posted on owed picks). Teams can scout players potentials, however there is no scouting allowed while the team is on the clock, teams can scout from the time the draft file is updated on the index to the pick before their upcoming pick.
Cheating
Any cheating will regard in a team getting fired, no matter what the excuse. If you plan on cheating, then don't plan on being here for very long. Cheating would include multiple accounts, real life trading (of money or other kind of materials) etc.
Sims
Sims will take place on Monday's, Wednesday's and Saturday's, there is no set time to when their simmed or when DC's are due. Any changes not placed in bold will not be done, also bolding your entire DC isn't going to get changes done either, just bold what changes need to take place and nothing else.
Stocks
Will be in effect from now until the next CBA, all teams must invest in another team to start and can withdraw their money at any time (more details about this coming soon)
GM points
All Gm's start with 1,500 points to start, this is really the only time you get "free money" in this league.
Amnesty Cuts

Tanking:
Tanking won't be permitted here what so ever, tanking includes waiving your best players for 1st, making extremely one sided deals and benching your star players. Suspicion of tanking will result in fines, multiple offenses could result in being fired.

This is set to expire after the expansion draft in 2010-2011 (if there is one) once accepted by a majority this CBA will not change until it's expired, that includes anything I might have forgotten to put in
